Jigawa Police Commissioner Accused By Subordinates Of Indirectly Helping Boko Haram

Police officers in Jigawa state claim their boss, Usman Tilli, deliberately reduced thrice the quantity of the police officers in the security team attached to a special task force and fighting Boko Haram in the state.


The security team was established in 2013 to enforce law in the state following Boko Haram attacks on some towns and villages in Jigawa.


Initially the team tagged “Operation Salama” was formed by Tilli’s predecessor, predecessor, Idris Umar, included 150 policemen who were meant to received a monthly allowance from N150,000 to N180,000 depending on ranks.

“When Usman Tilli was deployed to Jigawa State, he reduced the number of the personnel in the operation from 150 to 55, causing security breaches in some flashpoints in the state,” a source in Jigawa police told the press, adding that “by reducing the number, Usman Tilli pocketed N7,055,000 monthly for the number of ranks and file removed from the team and N2,160,000 for the 12 officers being paid monthly allowances by the state government.”


The same source told that, Badaru Abubakar, elected Jigawa governor in April 2015, substantially cut the personnel allowances to N35,000-N45,000 depending on ranks.


But the police officers appointed into “Operation Salama” claim that the police commissioner devised a scheme of cutting N15,000 from each officer’s monthly salary.


Government thinks he gives us N35,000, while in reality he only gives us N20,000 each,” told a police corporal who declined to be identified.

According to the police officers, now there are not enough personnel to enforce the law in the areas bordering with Yobe state; the police commissioner reportedly assigned only a few mobile policemen in those highly vulnerable areas.


Some villages bordering Yobe state suffered Boko Haram attacks because of lack of the law enforcement personnel in the area.


Police officers claim that Usman Tilli deployed only five mobile policemen out of 55 officers to Rigim town where Boko Haram militants attacked with impunity the country house of a former Inspector General of Police, Hafiz Ringim.

However, Usman Tilli denies any wrongdoing. He claimed that as the state police commissioner he has the right to deploy and reduce personnel on his own discretion.


One of the simplest definitions of management is using the resources at your disposal to achieve goals,” told Usman Tilli, adding: “So what is wrong if I reduce them from Operation Salama and deploy them where I consider appropriate?


The Inspector General of Police, Solomon Arase, told the press that he would examine the issue.



A year ago over 30 primary and secondary schools in Bolmo area of Gwaram Local Government Area of Jigawa State have been reported to be shut down by suspected Boko haram sects numbering over 1,000.
